NOTICE OF TOWN OF FAIRVIEW'S PROPOSED WATER RATE INCREASE AND PUBLIC HEARING NOTICE IS HEREBY GIVEN that on March 11, 2019, the Town Council of the Town of Fairview, Montana, adopted its Resolution No. 509 of its Intention to Increase Rates and Charges for the Users of the Water System. The City currently owns and operates a municipal drinking water and distribution system and imposes a monthly rate charge on all connections to the System. The costs of the System covered by the Monthly Rate Charge are the amount necessary to pay the costs of operating and Claims must either be mailed maintaining the System, to pay to ROXANNE BAKKEN and the principal of and interest on JESSICA NAY, C/O any outstanding or authorized ARMSTRONG LAW OFFICE,debt of the System and to P.C. return receipt requested, establish and maintain any at P.O. Box 1327, Sidney, reserves and other debt service Montana 59270, or filed with requirements. the Clerk of the above Court. The current base rate is $24.50 I DECLARE, under penalty of per EDU. The Town charges a perjury and under the Laws of rate of $20.00 each month for the State of Montana, that the fire protection on all improved foregoing is true and correct, properties within the Town that DATED this 14th day of March, are neither hooked up nor using the Town water System where available. The Town proposes to not change this Fire Protection rate. The Town proposes to increase the current monthly base rate per EDU by $27.50. The Town otherwise leaves unchanged Town of Fairview Ordinance No. 332 detailing, among other things, the base rate EDU multipliers and gallons of water included in the base rates, The reason for the proposed increase in rates is that the Town will need to borrow approximately $2,183,000 (payable over 30 years at an interest rate of 2.5% per annum) as part of the Town's waterline replacement Project, and the costs of operating the Town's water system. The debt service coverage requirements for such loan repayment and reserves will be approximately $114,854 per year and the expenses for that water system, including operation and maintenance are estimated at $278,627 per year. These increased obligations amount to a monthly base rate increase of $27.50 per month per equivalent dwelling unit. On April 15, 2019, at 7:00 O'- clock PM at the Fairview Senior Center, 217 west 5th Street Fairview, Montana, the Council will conduct a public hearing on the proposed water rate increase. Comments may be given orally at the hearing or submitted in writing to the address below before 3:00 PM on the date of the hearing. At the close of the public hearing on the proposed rate increase the Town Council will hold a special meeting to consider a resolution adopting the rate increase. Further information about the proposed rate increases may be obtained by contacting Norma Faye Carlson, Town Clerk, P.O. Box 426, Fairview, Montana 59221, phone: (406) 742-5616.
